JOB OVERVIEW
Harris County TX is the third largest county in the Unites States (by population). Harris County is searching for a senior business analyst to assist the justice community in modernizing their current court case management system, which includes complex integrations with over two dozen justice/law enforcement agencies. This system, called JWEB, is a very large, mission critical system for Harris County. The history of the original system dates back to the 1990’s although the current version of the system is approximately five years old and is built on relatively modern technology.
During the first six months of employment, it is expected the candidate will be able to work with the Integrated Justice Information System Director and the justice community in general to solidify the modernization roadmap. This person will take lead responsibility on understanding and documenting key business requirements, creating a high-level set of requirements for the modernization project, identifying existing gaps in the current system, and provide business process improvement ideas and recommendations to the justice community.
We plan to start the planning phase of the project in Q1 2025. The modernization project build/development phase is tentatively set to start in Q4 2025.
JOB DESCRIPTION
The IJIS Sr. Business Analyst position requires an individual with significant business analysis experience to work closely with customers, business analysts and team members in understanding business requirements which drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and comply with the organization's architectural standards.
• Experienced in IT transformation/modernization programs or projects
• Involved in the full systems life cycle and is responsible for providing comprehensive support to satisfy the requested functional needs. The Business Analyst is to remain heavily engaged with customers and team members through the duration of designing, coding, testing, implementing, maintaining and supporting application software for delivery on time and within budget.
• Provides recommendations for the development of new code or reuse of existing code.
• Participation in component and data architecture design, performance monitoring, product evaluation, and buy versus build recommendations.
• Requires experience in systems analysis, design, and a solid understanding of development, quality assurance, and integration methodologies. Under general direction, formulates and defines systems scope and objectives based on both user needs and a good understanding of applicable business systems and industry requirements.
• Consults with users to determine hardware, software and/or system functional specifications.
• Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results.
• Analyzes business and user needs, translates, and documents into proper system requirement specifications.
• Competent to work at the highest technical level of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.
• Guides and advises Management, Project Team, and less-experienced Business Systems Analysts on the functional needs of the assigned project(s).
• Create implementation requirements and developing IT plans with stakeholders based on organization's technological needs and requirements.
• Enhance the quality of IT products and services.
• Translate conceptual user requirements into clear, detailed functional requirements.
• Document current processes and models to understand inefficiencies or gaps.
• Acts as a liaison between customers, in order to assist in the implementation of program changes, updates, corrections and other system fixes; works with vendors to resolve issues.
• Performs Tier 2 & 3 application support in coordination with Tier 1 Agency contacts.
• Competent to work at the highest technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment.
• All other duties as assigned.
• Under general direction, formulates and defines systems scope and objectives based on both user needs and a good understanding of applicable business systems and industry requirements
REQUIREMENTS
Bachelor’s Degree
Minimum of ten (10) years of related experience.
Completed two (2) IT transformation/modernization projects in the past 7 years
Knowledge, Skills, and Abilities (KSAs): • Technical Writing experience • Knowledge of process modelling, workflow diagramming and use case documentation • Proficiency with SQL language and database management • Cloud transformation
Must possess excellent interpersonal and written/oral communication skills. The ability to interact with staff at all levels. Strong knowledge of personal computers and various software, specifically Microsoft Office.
PREFERENCES
Bachelor's Degree in Computer Science, Information Systems, or another related field preferred
Government experience including a basic knowledge of county organizational structure, departments, and general business processes and policies. Notable experience in supporting Operations roles, with focus in managing or supporting transitions of business processes.
Law enforcement or court case management experience

Automatic Disqualification:
● Convictions, probation, or deferred adjudication for any Felony, and any Class A Misdemeanor
● Convictions, probation, or deferred adjudication for a Class B Misdemeanor, if within the previous 10 years
● Open arrest for any criminal offense (Felony or Misdemeanor)
● Family Violence conviction
